BSC President Larry C. Skogen speaks at the ground breaking ceremony June 12 for the BSC Aquatic and Wellness Center to be built northwest of the BSC Library.

The project is organized under a joint powers agreement between the Bismarck Park Board and BSC through the State Board of Higher Education.

The agreement authorizes the Park District to use land at BSC for the construction and operation of the facility for public and campus use.
