PHASE III: MAKING SENSE OF THE ISSUES | NOVEMBER 2011


During Phase III, the strategic planning task force embarks on making sense of the data regarding stakeholders' perceptions about Bismarck State College and its future. The primary activities of the third phase are a full-day Sensemaking Meeting and the creation of concept papers. The goal is to identify and develop the dominant strategic themes that emerge from the planning exercises and discussions. After a review and analysis of the data, the task force will identify a manageable number of strategic priorities.

A concept paper on each of the identified strategic priorities will then be prepared by task force members. The three to five page concept papers will distill the information gathered and provide concrete information for both internal and external stakeholders. The concept papers will be written in a neutral way, providing the facts in a clear and understandable manner. A concept paper may include background information, significant trends, strategic themes, and short- and long-term plans. The concept papers will be made available on this website for reading and reflection.
